Why New York only approved Cannabis Extracts

NY Medical Marijuana Laws have passed, but are designed in a way that most New Yorkers may never see the benefits. Only extracts are going to be available to NY patients, the herb is still illegal, why?

Its odd that a stronger, more potent extract is made legal for patents instead of its natural safer plant form. Just like any thing else in NY, money is the driving factor. If it can be taxed it will, if it cant than that's just illegal. The only way an average New Yorker can get an extracts is by obtaining the plant and making an extract. That would also void any potential tax, if you grew the plant. Although NY did take a big step towards reform, its was just a bone to keep us at bay.
